The Vatican Grottoes are the crypt level of St Peter's Basilica holding the tombs of many popes. They are entered from inside the basilica and need no separate ticket.
Example
Visitors who cannot get a Scavi reservation still see the papal tombs in the Grottoes, which is what most tours labelled papal tombs actually show.
